WHEDA first-time buyer loans
WHEDA, Wisconsin's state housing finance agency, offers special first-time homebuyer pricing on its Advantage Conventional loan and an optional Easy Close second mortgage to help with down payment and closing costs. I pair the two for buyers who fit WHEDA's income and purchase price limits.
A WHEDA loan is a mortgage built on the Wisconsin Housing and Economic Development Authority's guidelines and offered through participating lenders; WHEDA doesn't lend to you directly.
The combination I use is WHEDA's first-time homebuyer product: a WHEDA Advantage Conventional first mortgage with WHEDA's first-time home buyer (FTHB) pricing, which WHEDA reserves for buyers who meet its first-time definition and its county income and purchase price limits. When a buyer needs help with cash to close, I add WHEDA's Easy Close down payment assistance. Both must be for a home you'll live in as your principal residence, and they can be used statewide.
WHEDA treats you as a first-time buyer if you haven't had an ownership interest in a principal residence in the last three years, measured up to the date you sign your new loan.
Two Wisconsin wrinkles matter here:

WHEDA sets income limits and purchase price limits by county, and the current limits took effect June 13, 2026.
WHEDA measures what it calls total household compliance income, which can differ from the income a lender uses to qualify you. I check your county's limits against your household before we go further, because being just over the line changes the plan.

WHEDA requires pre-purchase homebuyer education when you're a first-time buyer, and at least one borrower signing the loan must complete it.
Approved options include Fannie Mae's online courses, such as HomeView, and HUD-approved housing counseling agencies. Your certificate is good for twelve months from completion, so I tell buyers to finish it while they're still house hunting rather than after an offer is accepted. If one co-borrower isn't a first-time buyer, the requirement can be waived.
WHEDA is a strong fit when you're a first-time buyer under the county limits and want help with cash to close, but it isn't automatically the cheapest option.
